Cites Chinese tax data offering 13 percent subsidies for precursor chemicals.
On Tuesday, the House Select Committee on China published a report showing that China was financially subsidizing foreign fentanyl manufacturers.
The report cited data found on the website of China’s State Taxation Administration, which lists certain fentanyl precursor chemicals as eligible for a 13 percent tax rebate. The website states that distributing synthetic narcotics is illegal in China and clarifies that the tax rebates are only available to companies selling the chemicals outside of China.
“The PRC (People’s Republic of China) scheduled all fentanyl analogues as controlled substances in 2019, meaning that it currently subsidizes the export of drugs that are illegal under both U.S. and PRC law,” the report said, adding that some of the substances “have no known legal use worldwide.”
Due to the report’s findings, subcommittee chair Congressman Mike Gallagher of Wisconsin accused China of fueling the fentanyl crisis currently affecting America.
“It wants the chaos and devastation that has resulted from this epidemic,” Representative Gallagher said.
